Partners celebrate Park View Apartments Opening With Ribbon Cutting

MOREHEAD, Ky – The community and our housing partners joined Frontier Housing for the dedication and ribbon cutting for Park View Apartments, 340 Triplett Street in Morehead on Dec. 9, 2025.
Forty families will now have a brand new, high-quality, and affordable place to call home. The 40-unit apartment development has 1, 2, and 3-bedroom units.
Frontier Housing President & CEO Tom Manning-Beavin noted at the ceremony that the project began in 2019 when Frontier began looking for sites for a new development. After a look at several sites, Manning-Beavin settled on the Triplett Street site owned by the Perkins family of Morehead. Park View is located within walking distance of the city park, downtown, Morehead State University and UK St. Claire Medical Center.
The project was financed in part by the Housing Assistance Council in Washington, D.C. and the Kentucky Housing Corporation (KHC). KHC supported the development with $300,000 from the Affordable Housing Trust Fund, as well as $874,000 in Low-Income Housing Tax Credits that generated approximately $7.5 million in tax credit equity.
Marble Cliff Capital President Jack Kukura said his organization raises money from banks and corporations that support housing developments such as Park View. Kukura explained that Marble Cliff raised $63.5 million in funds, with $7.5 million set aside for Morehead. Stock Yards Bank and Trust is a local investor in the project.
Terry Helton, Managing Director, Multifamily Programs, Kentucky Housing Corporation, reminded the audience that Rowan County needs about 1,100 additional housing units today to just keep pace with the housing shortage in Kentucky.
